Summary of Role:

Following the transfer of engagements between Oldcastle and Athboy Credit Unions, this new post will be responsible for the development of the finance function of the new entity. The Finance Officer will be a key member of the senior management team, expected to make a strong contribution to strategic and financial plans that will support the merged Credit Union’s growth trajectory. S/he will deputise for the deputy CEO and/or CEO, as required. An important aspect of this new role will be the creation and/or improvement of routines, processes and controls to ensure that the finance and administration functions keep pace with growth and expansion in the product and service range and activity profile.

Principal duties and responsibilities:
  • Financial reporting, trend analysis, preparation of monthly management information, half-yearly and annual accounts and regulatory returns
  • Financial control including preparation, monitoring and variance analysis of monthly and annual budgets; reconciliation of bank and control accounts
  • Management of cash flows, liquidity, and asset/liability maturity profiles
  • Responsible for controls and compliance in accounts, EFT and cash in offices, ensuring that all statutory requirements are met
  • Establishing and documenting branch-based accounting and reporting across all relevant aspects of the credit union’s operations
  • Contributing to the development of strategic, business and operational plans and projections; supporting policy preparation and review as relevant to the finance function
  • Identify and scope out appropriate metrics (KPIs) for all aspects of the credit union’s financial performance management
  • Payroll administration
  • All aspects of back-office administration including reconciliation of general insurance accounts and payment of premiums, accounts payable and supplier administration
  • Timely and accurate preparation and submission of statutory returns, prudential reports, tax returns and insurance reports
  • Liaison with statutory and internal auditors and other external agencies including the Central Bank as required and managing the audit process in line with AGM timings
  • Supporting the work of the Investment Committee including administration of the investment portfolio; contributing to the development of investment policy by providing advice, expertise, and practical assistance, as required
  • Maintaining and updating the fixed asset, investment, loan securities and other registers
  • Supporting the development of business cases for proposed new products and services; new product and interest rate pricing, and development of financial modelling within the overall projections of the Credit Union
  • Reviewing supplier contracts periodically to ensure value for money for the Credit Union; liaison with other members of the management team to ensure prompt payment of creditors
  • Attending board and committee meetings as requested by the CEO or board and reporting on aspects of the Credit Union’s operation, including its financial status, where required
  • Ensuring absolute security in all dealings with cash, safes, chequebooks, loan and member documentation, securities and related matter
Candidates should have:
  • A recognised professional accounting qualification and at least five year’s post-qualification experience in practice or industry, ideally including the credit union or broader financial services sector
  • Extensive experience of preparing financial and management accounts and statutory or regulatory returns
  • Knowledge and experience of investments, including compliance requirements
  • Strong understanding of credit union operations and regulatory requirements
  • Data management, interrogation and analysis skills and experience, supported by a high level of computer literacy
  • Proven communication and interpersonal skills including strong oral and written reporting
  • An understanding of, and commitment to, the co-operative idea
  • The personal integrity, set of values, competence and financial soundness appropriate to this senior role.
